Mutual Learning related activities in E&T 2010
The Education and Training 2010 work programme established the following 8 Peer Learning Clusters:

- Modernisation of Higher Education
- Recognition of Learning Outcomes
- Teachers and Trainers
In addition, the Copenhagen process has set activities for vocational education and training and the Working Group on the Adult Learning Action Plan.
The above Peer Learning Clusters and other working groups apply the 'Open method of Coordination' that aims to help Member States to critically reflect upon their own polices in the context of European cooperation and to learn from other countries' practices.
Their main working method is the identification and planning of Peer Learning Activities (PLAs). The PLAs are a process of cooperation at European level whereby policy makers and practitioners from one country learn from the experiences of their counterparts elsewhere in Europe in implementing reforms in areas of shared interest and concern.
