Aims and Objectives

The Learning Outcomes Group (LOG) builds on the former Cluster on the recognition of learning outcomes, which worked under Education and Training 2010. The Learning Outcomes Group is closely linked to the implementation of the European Qualifications Framework for lifelong learning (EQF). The EQF Advisory Group is responsible for the overall transparency and coherence of the implementation of the European Qualifications Framework for lifelong learning. Set up as a working group to support the EQF Advisory Group it is responsible for taking forward a broad range of issues related to the shift to a learning outcomes in education and training policies and practises. The learning outcomes perspective not only underpins the EQF but also provides the basis for other EU instruments and principles (for example ECVET) and is a central element of ongoing reforms of national education and training policies and practices. Basing its work on targeted peer learning activities, the LOG provides direct advice to the EQF Advisory group as well as support to national policy developments. The LOG includes national policy makers, practitioners as well as social partners. A key question pursued by the LOG is how this shift can be used to increase the overall transparency and flexibility of education and training systems and institutions - and thereby facilitating the access, transfer and progression of learners.


Three broad sets of questions have been addressed by the LOG:

  • How can the development and implementation of learning outcomes based National Qualifications Frameworks be used to support the implementation of the EQF as well as national education and training system reforms? 
  • How can the learning outcomes approach and national qualifications frameworks support the validation of non formal and informal learning?
  • How can the quality of the learning outcomes approach be systematically ensured and improved?
